	"content":"<section class=\"_135editor\" data-tools=\"135编辑器\" id=\"newAircloud_editor_2.0.1\"><p><img src=\"https://xhdsboss.newaircloud.com/xhdsb/pic/202504/04/7a6f14cf-d527-4d52-bf3c-dd0875e75ed7.jpg\" _src=\"https://xhdsboss.newaircloud.com/xhdsb/pic/202504/04/7a6f14cf-d527-4d52-bf3c-dd0875e75ed7.jpg\" nac_w=\"2100\" nac_h=\"226\" pic=\"23009,10096442\" draggable=\"false\" data-ratio=\"0.10761904761904761\" data-w=\"2100\"></p></section><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">9月24日，记者从青海省人大常委会办公厅新闻发布会上获悉，新修订的《青海省实施〈中华人民共和国工会法〉办法》（以下简称《实施办法》）将于10月1日起施行。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">《实施办法》的颁布实施，是我省健全工会制度体系、夯实劳动法治根基的关键举措，也是在我省高质量发展关键阶段，为维护职工合法权益、凝聚职工共识、激发工人阶级活力、促进职工全面发展、推动工会工作提质增效提供坚实的制度保障。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">省人大常委会法工委副主任陈锦花介绍，我省现行实施办法自2003年施行以来，在发挥工会职能作用、规范工会组织建设、保障职工合法权益、协调劳动关系等方面起到了有力的推动和保障作用。但随着经济社会发展，实施办法的部分条款已与新修订的工会法和国家相关政策不够衔接，难以适应劳动关系深刻变革下工会工作新形势，无法有效回应职工群众多元新诉求。因此，对实施办法开展全面系统性修订，既是对标上位法、固化我省工运改革实践成果、保障工会依法履职的客观要求，也是与时俱进完善地方工会法规体系、维护广大职工合法权益、服务全省高质量发展的必然之举。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">《实施办法》共七章五十二条，包括总则、工会组织、工会的权利和义务、基层工会组织、工会经费和财产、法律责任、附则。重点围绕组织建设、维权和服务等方面，完善制度体系、细化制度设计。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">明确工会必须以宪法为根本活动准则，立足青海实际，坚持以铸牢中华民族共同体意识为主线，弘扬劳模精神、劳动精神、工匠精神，团结带领职工在打造生态文明高地、建设产业“四地”、促进民族团结进步中发挥主力军作用，助力经济社会高质量发展。推动工会组织建设，强化保障支撑，规范工会设立和撤销程序。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">加强职工权益保障与普惠服务，聚焦职工多元化、常态化服务需求，着力构建精准化、常态化的职工服务体系，切实提升职工获得感、幸福感。聚焦主责主业，构建多元职工维权机制。针对劳资纠纷多发、职工维权渠道不够畅通等问题，完善平等协商和集体合同制度。明确工会代表职工与用人单位，就劳动报酬、劳动条件等重要事项进行集体协商、签订集体合同的同时推行区域性、行业性集体协商机制。</p><p style=\"text-align: justify; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">此外，本次修订还重点关注了网约车司机、快递员、外卖配送员等新就业形态劳动者的法治诉求。为有效破解该群体建会入会难、权益保障弱、服务供给不足等突出问题，对其重点关心关注的方面作出规定。同时，规范工会经费管理，为工会依法履职提供经费保障。</p><p style=\"text-align: right; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">记者：范程程</p><p style=\"text-align: right; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">总监制：东卫军/监制：柴晓萍</p><p style=\"text-align: right; text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">编辑：马国玲/校对：芦舜</p><section class=\"_135editor\" data-role=\"paragraph\"><p><br></p></section>",
